The Ministry of the Interior through the Vice Ministry of Political Relations has been working on a Prevention Program on issues of crime and consumption of psychoactive substances, called RED Security Strategy.

In the development of this program, the former deputy minister Hector Olimpo Espinosa held a meeting with social leaders from several localities in Bogota, including Afro-descendents from the Pacific Coast of Nariño, who expressed concern that, according to his version, some of the young people from their community they would be invited to participate in micro-trafficking networks with presence in Bogotá, and apparently "in the absence of job opportunities they would be tempted to return to their areas of origin, to be part of the criminal groups
