  • This was stated by the Minister of the Interior, Guillermo Rivera, after the approval, in the third debate, in First Committee of the House, of the legislative act that ensures the monopoly of force and the use of arms by the State.

The Minister of the Interior, Guillermo Rivera, explained that this initiative emerged from the national political pact that “seeks national reconciliation and peaceful coexistence among Colombians”.

What this legislative act seeks, according to the minister “is to bring to the Constitution the need to claim the use of arms and force and to prohibit armed civil organizations”.

“This content has a much more political meaning, it is an expression that never more individuals will assume the competence of State authorities, which is the use of force and arms”. He said.

The head of the political portfolio concluded that with the approval of the project “we are on the way to build this political pact of non-violence”.

This legislative act, which takes place in the fourth plenary session of the House of Representatives, contributes to the assurance of the legitimate monopoly of force and use of arms by the State and, in particular, of the Armed Forces, and prohibits the creation, promotion, Organization and financing, among others, organized armed groups or illegal security forces such as paramilitaries, self-defence and guerrilla groups.
