Barranquilla, Leticia and Tumaco will have new measures to control and mitigate the spread of the coronavirus

The Ministry of the Interior, in coordination with the Ministry of Health, issued new measures for the prevention, control and mitigation of COVID - 19 in Barranquilla, Leticia and Tumaco, through external circulars 64, 65 and 66 of 2020. 

The Minister of the Interior, Alicia Arango Olmos, explained that "it was evaluated and defined in these particular cases to propose the adoption of some additional measures within the framework of the provisions of paragraph 7 of article 3 of decree 749 of 2020":

Barranquilla:

 1. Maintain the current mandatory preventive isolation sanitary measures, without the additional openings established in Decree 749 of May 28, 2020.

2. Carry out close monitoring until June 7, 2020, with a screening strategy with the support of the National Institute of Health.

3. Intensify public health surveillance actions in the supply center and market places; commerce establishments and port areas; the implementation of epidemiological fences in critical neighborhoods; the increase in the supply of diagnostic tests; and other mitigation measures with the provision of humanitarian aid for the most vulnerable population in confinement.

4.Promote the wide use of the CORONAPP application, integrated into the monitoring strategy, by employees and the general population.

Tumaco:

1. Maintain the current mandatory preventive isolation sanitary measures, without the additional openings established in Decree 749 of May 28, 2020.

2. Carry out close monitoring until June 15, 2020, with a screening strategy with the support of the National Institute of Health. 

3. Intensify public health surveillance actions in the supply center and market places; commerce establishments and port area; the implementation of epidemiological fences in critical conglomerates; the increase in the supply of diagnostic tests; and other mitigation measures with the provision of humanitarian aid for the most vulnerable population in confinement.

4. Promote the wide use of the CORONAPP application, integrated into the monitoring strategy, by employees and the general population.

In external circulars addressed to the Mayor of Barranquilla, Jaime Pumarejo and the Mayor of Tumaco, María Emilsen Ángulo; the Interior Ministry also specifies the exceptions for mobility. 

Amazonas y Leticia:

1. Maintain the current mandatory preventive isolation sanitary measures, without the additional openings established in Decree 749 of May 28, 2020.

2. Carry out close monitoring until June 15, 2020, with a screening strategy with the support of the National Institute of Health.

3. Intensify public health surveillance actions in establishments related to commercial activities, market square and port area, epidemiological fences in critical conglomerates, the increase in the supply of diagnostic tests, and other mitigation measures with the humanitarian aid supplies for the most vulnerable population in confinement.

4. Promote the wide use of the CORONAPP application, integrated into the monitoring strategy, by employees and the general population. 

In order to guarantee the right to life, health and survival, some exceptions are established. Therefore, the right of movement of persons must be allowed in the following cases and activities:

- Assistance and provision of health services.

- Acquisition of essential goods (food, beverages, medicines, medical devices, cleaning, cleaning and goods of ordinary consumption in the population). The circulation of a single person per family nucleus will be allowed.

- Transfer to banking, financial and payment operator services, and notary services.

- Assistance and care for children, adolescents, people over 70 years, people with disabilities and patients with special treatments that require assistance from trained personnel.

- Due to force majeure or fortuitous event.

- The provision of public and private professional, administrative, operational, and technical health services.

- The chain of production, supply, storage, transportation, marketing and distribution of medicines, pharmaceuticals supplies, cleaning products, disinfection and personal hygiene for homes and hospitals, equipment and devices of health technologies, as well as the maintenance and support to guarantee the continuous provision of health services.

- Activities related to emergency services.

- The activities of operators of payments of wages, fees, pensions, public and private economic benefits; periodic social economic benefits -BEPS-, and those corresponding to the Social Security and Social Protection systems and subsystems.

- The operation of critical infrastructure - computers, computer systems, communication networks, data and information whose destruction or interference can weaken or impact the security of the economy, public health or a combination of them.

- The chain of production, supply, storage, transport, marketing and distribution of: (i) inputs to produce basic necessities; (ii) basic necessities -food, beverages, medicines, medical devices, grooming, cleaning of ordinary consumption in the population-, (iii) food and medicine for pets, and other elements and goods necessary to attend the health emergency, as well such as the chain of inputs related to the production of these goods.

- The activities of public and private service ports, exclusively for cargo transportation.

- The commercialization of the products of gastronomic establishments and establishments through electronic commerce platforms or by home delivery. The restaurants located within the hotel facilities may only provide services to their guests.

- The operation of the provision of private security and surveillance services.

- The provision of banking and financial services, of postal payment operators, credit bureaus, transportation of securities and notarial activities.

Minister Arango OImos asked the leaders to proceed with the issuance of the decrees to which there is room to comply with the instructions given to guarantee the health and life of all the inhabitants of the city.

She also indicated that the Ministry of the Interior and the Ministry of Health will support the follow-up process to the closure of the corresponding activities and to the issuance and implementation of the necessary regulations.
